During the 34th Economic Forum in Karpacz, Dr Ida Musiałkowska, Professor at the Poznań University of Economics and Business, Head of the Department of European Studies, took part in the panel discussion entitled ‘National objectives in regional strategies’, which took place on 4 September this year. During the panel discussion organised by the Centre for Anti-Crisis Studies (Ukraine) and the Ministry of Funds and Regional Policy (Poland), the panellists discussed three basic issues: 1. How do global and European events and the associated risks affect regions, cities and rural areas? 2) How to plan responses and actions to emerging problems so as not to worsen the situation in the regions and not to negatively affect social, economic and territorial cohesion? 3) What practical measures should be taken to this end?
Prof. Ida Musiałkowska emphasised the importance of recognising the individual situation of each region and developing solutions based on their potential, following the model of so-called smart specialisations. In addition, it is necessary to take into account the territorial aspect in all activities in areas such as research and development, innovation, industry and technology development. It is therefore necessary to coordinate and cooperate in planning solutions between the national, regional and European levels, if this concerns, for example, EU countries (so-called multi-level governance). A practical solution is to define the risk and create response tools based on available data on the problem. It is also necessary to maintain flexibility in the use of long-term instruments, such as those available through the multiannual financial framework, and to review assumptions during the implementation of measures or in the face of crises, as was the case, for example, during the pandemic or the outbreak of war in Ukraine.
The panel also included Prof. Natalia Hloba from the Ministry of Local Community and Territorial Development of Ukraine, Dr Mihai Sebe from the University of Bucharest, Krzysztof Staszewski, President of the Podkarpackie Regional Development Fund Sp. z o.o., and was moderated by Dr Olena Snigova from the National Academy of Sciences of Ukraine.
Prof. Musiałkowska also took part in a meeting of women scientists with the Minister of Science and Higher Education, Prof. Maria Mrówczyńska.
