One of the manifestations of economic globalisation seen in recent years is the so‑called “new generation” type of trade agreements such as the TPP, CETA and TTIP. They aim at trade liberali‑ sation, but their scope is broader, comprising other areas of socio‑economic life, more or less directly linked to trade, such as e.g.: the liberalisation of public services, the mutual recognition of professional qualifications, the deregulation and liberalisation of financial markets, the protection of intellectual property rights, and the cooperation in creating new rules or protecting mutual investments. There‑ fore, the aim of this paper is to analyse the scope and content of the Comprehensive Economic and Trade Agreement (CETA) signed in 2016 by the European Union and Canada from the point of view of the Balassa stages of economic integration and the EU’s experience in order to state whether the naming of such agreements as trade agreements, even with the “new generation” qualification, is re‑ ally justified. The analysis presented in this paper leads to the conclusion that this agreement should rather be included in the category of agreements labelled as integration agreements. Most of the CETA provisions are at the same level of sophistication as was achieved by the EU countries at the stage of building the single market, that is, at the stage of the implementation of the common mar‑ ket in Balassa’s nomenclature, and some of them are at the stage of economic and monetary union. The scope of the CETA, i.e. the number of areas of social and economic life regulated by it as well as their advancement and complexity, goes far beyond what is commonly understood as a trade agreement and beyond its official purpose – the creation of a free trade area between the European Union and Canada. It leads to economic integration at a level far deeper than a free trade area in its classic and common sense.

According to Ulrich Sedelmeier, rates of implementation and compliance are higher in the ‘new member states’ than amongst the ‘EU-15’. This is due to their relatively good preparation of the public administration in the pre-accession period, institutional capacity building, socialization and institutional learning bound by pre-accession conditionality and monitoring requirement of the process. Nevertheless, in some of the most sensitive areas, transition periods were agreed by Poland and the European Union and to this day, a part of the EU law is yet to be implemented. Especially in the areas of particular economic or societal interest, the transposition might be formal and the implementation not substantial. This means that, in the first instance, Polish law rather than the implemented directive is taken into account, e.g. for laws on renewable sources of energy, or in the climate sector. %B Common Values. Obecnie zbyt dużym uproszczeniem byłoby definiowanie regionów peryferyjnych jako obszarów oddalonych od centrów aktywności gospodarczej i trudno dostępne pod względem komunikacyjnym. Coraz większe znaczenie w rozwoju działalności gospodarczej zyskują czynniki nieprzestrzenne, dlatego też region peryferyjny powinien być opisany przez szeroki zakres cech przestrzennych i nieprzestrzennych. Wzrost gospodarczy pozostanie przestrzennie niezrównoważony, ale interwencja publiczna powinna doprowadzić do tego, że mieszkańcy regionów peryferyjnych także odnosić będą korzyści z rosnącej koncentracji bogactwa w nielicznych miejscach (inclusive development). Celem działań władz publicznej powinno być dążenie do spójności terytorialnej pojmowanej w kategoriach dynamicznego i funkcjonalnego procesu.

W opracowaniu zaprezentowano główne założenia i modyfikacje zarządzania strategicznego polityką spójności stanowiące swoistą odpowiedź na zmiany pokryzysowe, które dokonują się w Unii Europejskiej. W jednej z faz zarządzania kryzysowego zakłada się tworzenie systemu zachęt i restrykcji finansowych oraz właściwe wykorzystanie zasobów, a także warunkuje się odzyskiwanie sprawności układu zapewnieniem przywództwa i koordynacji. Cechą charakterystyczną zarządzania kryzysowym jest dominacja układu terytorialnego nad sektorowym, co można zauważyć też w programowaniu polityki spójności. Analiza przeprowadzona w opracowaniu bazuje na analizie dokumentów strategicznych oraz propozycji aktów prawnych dotyczących wieloletnich ram finansowych oraz polityki spójności na lata 2014-2020. W odniesieniu do negocjacji wieloletnich ram finansowych sformułowano szereg zaleceń, przejawiających się w konieczności uzyskania tzw. europejskiej wartości dodanej wydatków, zwłaszcza dotyczących tych działań, które są współfinansowane z budżetu UE. Przekłada się to na programowanie największej polityki rozwojowej, za jaką często uważa się politykę spójności. W ramach polityki spójności na lata 2014-2020 skoncentrowano się na wprowadzeniu działań zintegrowanych i ukierunkowanych terytorialnie, w dużo większym stopniu niż do tej pory (gdzie dominowało podejście branżowe/ sektorowe). Postanowiono też lepiej skoordynować działania, aby osiągać lepsze średnio i długookresowe efekty. W konsekwencji polityka ta charakteryzuje się budową kompleksowej strategii inwestycyjnej dostosowanej do celów strategii „Europa 2020” oraz koordynacją i integracją wydatkowania funduszy na politykę spójności i rolną i rybacką a także spójnością z krajowymi programami reform i działaniami. Zaproponowano też odmienny system pomiaru celów a także standaryzację pewnych rozwiązań, które mają ulatwić realizację bardziej kompleksowych projektów czy inwestycji, a także uproszczenia w ubieganiu się o środki oraz potencjalne zmniejszenie liczby isntytucji zaangażowanych w procesy zarządzania i kontroli wydatkowanych środków.

The paper is an attempt to show to what extent selected innovation policy instruments in the French Rhône-Alpes region are drivers of regional competitiveness. The aim of the paper is threefold. Firstly, an overview of recent regional economic performance, as well as key socio-economic conditions are presented using available regional statistical data. Secondly, regional innovation policy governance is presented as a foundation of regional innovation policy and selected innovation policy measures: competitiveness clusters, research clusters, regional clusters and the ARDI are described as instruments of regional innovation policy to foster regional competitiveness. Thirdly, some crucial challenges and recommendations are proposed in order to increase the effectiveness of regional innovation policy.

In recent years there have been significant changes in the economic environment. These changes mean that the economic potential of all regions has become less closely related to location and increasingly influenced by a variety of “aspatial” characteristics. Globalization and technological progress have contributed to reduce the absolute costs of remoteness and to lower their relative role in locational decision-making by companies. Transport costs now account for a relatively small percentage of production costs in most modern industries. It means that aspatial factors have been becoming more important to the economic activity. In this context the concept of peripherality has to be also broader perceived. The peripheral region should be characterized by wide range of spatial and aspatial features. The peripheral region with reference to the multidimensional concept of regional peripherality does not have to be located in a periphery but also near some centre. The identification of peripheral regions, as objects including spatial units similar in terms of many compo-site features, caused the need to apply a multidimensional analysis. It has been conducted by using the method-ology on constructing composite indicators recommended by OECD and European Commission. The process of weighting variables relied on the principle components analysis. In order to identify peripheral regions in a given space the cluster analysis was applied. The analysis comprised all Polish provinces – regions at NUTS 2 level. The result of the analysis is that peripheral regions in Poland include the following Provinces: Łódzkie, Świętokrzyskie and Śląskie, and semi-peripheral regions include the Lubelskie and Podkarpackie Provinces, which confirms the theoretical assumptions presented in this article. Peripheral region does not necessarily have to be located in a periphery, with regard to the new concept of regional peripherality.
