Financial instruments under Cohesion Policy (CP) are increasingly identified as a more efficient and sustainable alternative to complement traditional grant-based financial support. They are essential in triggering investments characterised by revenue-generating and cost-saving activities. The chapter presents the use of financial instruments for sustainable urban development. In the face of increasing urban needs and budgetary constraints, any measures which maximise private investments, coupled with limited public spending, while contributing to the achievement of the CP objectives of economic, social and territorial cohesion were widely welcomed. Using the Joint European Support for Investments in City Areas (JESSICA) initiative, the chapter outlines a regulatory framework for allocating CP funds to urban development funds. It describes the institutional and administrative system of JESSICA and discusses the experience gained through the implementation of this initiative, paying attention to both significant opportunities and some shortcomings.

The chapter concentrates on the shift from a traditional policy reducing the socioeconomic disparities between European territories through sectoral interventions to a place-based approach in which policy measures and financial resources are tailored to specific places. This place-based approach aims at bringing policies and activities from different levels of government together. Therefore, policy interventions shifted from being limited to deprived areas to constituting an inherent part of the EU’s development policies.

to the international competitiveness of German enterprises are most important for the Polish
market? Then, in a broader context: which competitiveness factors play a key role in helping
enterprises from the highest developed countries conquer the market of a relatively less developed country? On the basis of a literature review, a research gap is identified, indicating there is
a shortage of studies that clearly identify a group of factors that influence a company’s success on
the foreign market. The gap is filled with the empirical qualitative research and the conclusions
regarding the key competitiveness factors and their effective combination. Competitive strategies
and factors key for their implementation are identified, presenting the factors responsible for the
growth of German enterprises on the international market (Poland) and achieving market success. The set of enterprises’ competitiveness factors is established and the hierarchy those factors
is presented. Although the qualitative research based on thirteen companies is not representative, the leading German enterprises provide a valuable lesson on how to successfully conquer
a foreign market. The key competitiveness factors responsible for such success in the context of
strategic goals, competition strategies, and modern methods of competition are presented and
discussed. The findings are very useful for real enterprises in internationalizing situations, where
the management has to determine the competitive strategy which should lead to foreign growth
and in consequence success on the international market. The study indicates what to focus on
when entering the foreign market and which factors have a direct impact on the growth on the
foreign market. The paper is a result of empirical research on competitiveness and provides valuable information about the set of ranked competitive factors that have a direct influence on success in a foreign market.
Purpose: The current pandemic crisis caused by Covid-19 significantly impacted the processes of European integration. The European Union decided to act within and beyond existing competences and instruments to support the efforts of its Member States, along with regional and local authorities, in the fight against Covid-19. Our study sheds light on the instruments and solutions proposed within the framework of the cohesion and budget policy to tackle the problems related to Covid-19 in Europe. The analysis focuses on two strands: 1) EU assistance offered through cohesion policy (CP) instruments toward above areas; 2) the future evolution of EU budget, and therefore integration shifts, provoked by the Covid-19 crisis.
Design/methodology/approach: The study analyzes statistical data with regard to the use of instruments of the Cohesion Policy under the Covid-19 pandemic, but also the amendments introduced to legal acts and decision-making processes that refer to the multiannual financial framework (MFF) for 2021–2027.
Findings: We notice a strong shift of priorities regarding environment transformation, digitalization, and health protection, reflected in the MFF. The coordinative role of European institutions and the redirection of different financial instruments to health care follows the neofunctionalist paradigm and represents a spillover effect resulting from integration. The crisis analyzed from the institutional perspective is seen as a chance to reform the decision-making process, while on the other hand, as a threat to the inclusive integration of all Member States.
Originality and value: The paper is an original contribution on the overall use of both financial and legislative instruments in the times of unprecedented health and economic crisis caused by Covid-19 in the European Union. The text can be a valuable insight for both researchers and practitioners in the field of broadly understood European studies.

We apply a slightly modified TARGET_TIA methodology to assess the territorial impacts of those projects in the city of Poznań. It is found that the JESSICA projects brought about positive territorial effects in deprived urban areas, however, their impacts are quite varied. More exactly, the results demonstrate that projects which most closely addressed the specific needs of the particular urban areas make the greatest contribution to improving the territorial cohesion of a city. This is carried out through the use of the functioning cycle of public policy in Poland proposed by Zybała (2015) that stresses the specificities of Polish conditions in the public policy-making. Hence, the aim of the study is to provide an overview of public policy-making on urban regeneration in the context of legislative and institutional-administrative practices. In the light of increasingly complex challenges faced by cities, there is a need for the necessary counter-balancing regeneration measures taking a form of state sponsored public policy. Therefore, the Act on Regeneration was adopted in 2015. The paper concludes that the adoption of this Act was dominated by the legislator which, with relatively little contribution from other stakeholders, resulted in a rather unambitious set of legal provisions on regeneration that have not substantially changed the instrumental approach of local authorities to urban regeneration.

It is supposed to provide a more efficient alternative to the traditional EU grants for the implementation of developmental projects. The funding available under the JESSICA framework relies on a repayable and recyclable basis. This means that it not only offers revolving funds, increasing financing capacity of EU cohesion policy, but also creates scope for cooperation between public authorities, financial institutions, and private investors to support implementation of this policy. Since JESSICA supports projects being part of an integrated plan for sustainable urban development, its primary challenge is to combine the objectives focused on urban sustainability and policy intervention with revolving financial models that assume, in principle, the long-term viability of projects. However, taking into particular consideration the needs of urban areas and the EU cohesion policy objective on the one hand, and the organisation and operation of financing engineering instruments on the other, JESSICA seems to be a very ambitious undertaking. The evaluations carried out, up to now, have been mainly focused on its legal and institutional framework, or limited to some selected project. Our study concerns the assessment of all projects implemented within the framework of the JESSICA initiative in five Polish regions, namely: Pomorskie, Mazowieckie, Śląskie, Wielkopolskie and Zachodniopomorskie, in the years between 2007-2015. To do so, we designed a methodological approach for assessing the extent to which projects implemented under the JESSICA initiative have contributed to achieving its fundamental assumptions. Subsequently, we made an assessment of the results of JESSICA through the conceptual lens of sustainable urban development. The main findings show that the range of achieving the assumptions of the JESSICA funding model by projects diverges widely. Many projects were quite well adjusted to the requirements but there were also projects that fulfilled them to a very limited extent.

The authors look also at the governmental change of approach towards the use and mining of cryptocurrencies being one of the assets and potential applications of bitcoin as (quasi) money. Design/methodology/approach The authors collected the daily data (a period from 01 May 2014 to 31 July 2018) on the development of the following magnitudes: Caracas Stock Exchange main index: Índice Bursátil de Capitalisación (IBC) index; gold price in US dollars, the oil price in US dollars and Bitcoin price in bolivar fuerte (VEF) (LocalBitcoins). The authors estimated a threshold VAR model between IBC and each of the possible safe-haven assets, where the trigger variable was the IBC; then the authors modelled the residuals from the TVAR model using MGARCH model with dynamic conditional correlation. Findings The results show that that gold is a better safe-haven than oil for Venezuelan investors, while bitcoin can be considered a weak safe haven. Still, bitcoin can perform (to a certain extent) money functions in a crisis-driven country. Research limitations/implications Further research after the change of local currency from VEF into bolivar soberano might be looked at on the later stage. Practical implications The authors provide evidence on which of analysed asset is the best safe-haven for the investors acting in the time of the crisis. The evidence goes in line with other authors’ findings, thus, the results might bring implications for investors of more universal character. Additionally, the result might be helpful for governments and/or monetary authorities while projecting institutional frameworks and conducting monetary policy. Social implications The unprecedented economic crisis in Venezuela was one of the factors that fuelled the mining and use of cryptocurrencies in the daily life of its citizens. Nowadays, the country is a leader in terms of the use of bitcoin and other cryptocurrencies in Latin America. The results show a potential application of bitcoin as a store of value or even means of payments in Venezuelan (or in other countries affected by the crisis). Originality/value The paper builds on the original data set collected by the authors and brings evidence from the models the authors constructed to verify, which asset is the best option for investors in hard times of the crisis. Southern part of the EU, and Central and Eastern Europe provide an excellent opportunity to evaluatethem, The whole implementation exercise is sometimes challenging to accomplish, as both the public and private sectors have low absorption capacity. In contrast, positive experiences also emerged. Regions in Central and Eastern European countries witnessed improvements in the form of change in GDP per capita, benchmarked against the EU average during theyears 2008-2015, while Southern Europe improved similarly between 2000-2008. In this volume, the authors cover a variety of aforementioned problems and experiences of either all member states, with special attention to peripheral countries, or to sectoral or regional problems in selected countries. The book begins with an overview of the issues of economic convergence and quality of life in all member states. It also addresses political aspects of EU cohesion policy, including involvement of civil society into this public policy, as well as relationships between cohesion policy support and EU identification. The final section discusses an important novelty in the framework of EU cohesion policy, namely the JESSICA initiative, that is, an instrument offering repayable and recyclable funding targeted at economically-viable and sustainable urban development projects. To diversify the sample, we include five very different countries in our study: Japan, Venezuela, China, Estonia, and Sweden. Using daily data over the period 2014–2017, we estimate the dynamic conditional correlation model between main stock indices and bitcoin price in local currencies (Bitflyer – in the case of the yen, Kraken – in the case of the euro, Huobi in the case of yuan and LocalBitcoins in all the remaining cases), as well as between main stock indices and the bitcoin price in the US dollar (Bitfinex exchange). We apply the Stochastic Volatility Model with the Dynamic Conditional Correlation. We add binary variables into the dynamic correlation equation, indicating the occurrence of extreme return on the stock-exchange index in the lower 1%, 5% and 10% quantile. The conclusions vary, depending whether we consider trade on the local bitcoin exchanges or in the global one. We conclude that bitcoin was treated as a safe haven asset only in the case of Venezuela and investments in bolivars. In the case of local investments in Japan and China bitcoin behaved as a diversifier. In the bitcoin-friendly economies of Sweden and Estonia it acted as a weak hedge. In the case of the USD trade, the results suggest that bitcoin is a weak hedge with respect to all of the analyzed markets. Research Design & Methods: The authors used the logistic regression to build a model showing the association of the variables analysed on the dependent variable. In addition, to point out a relative importance from all possible orderings of explanatory variables and to show the most important one(s), ANOVA method was applied. Findings: Not all the projects co-financed under the JESSICA initiative bring revenues from their main operations. The legal form of a beneficiary plays an important role. Both projects implemented by companies and projects of a relatively high value increase the probability of generating revenues. Location of the project (capital city/ non-capital city of the region) is not significant with regard to capacities to generate revenues. Implications & Recommendations: JESSICA projects characterised with a high value and implemented by entities having the company status involve private capital and consequently generate capital backflows. They contribute to leverage effects and thereby raise the role of JESSICA as a powerful instrument aimed at rendering existing market failures. It seems that the results of the study might help to design the use of JESSICA resources in the current and the future EU financial perspective. Specifically, it examines the impact of UES on the project's economic performance, and thereby on human quality of life. Using the discounted cash flow method, this paper estimates the project's economic performance indicators including the identified UES upon their prior valuation. The valuation was carried out on the basis of the benefit analysis, contingent valuation method-"willingness to pay" and benefit transfer method, as recommended by Bernaciak, Wojcieszak (2014) and Zawojska et al. (2016). Results show that urban projects including UES are characterised by the higher values of the economic performance indicators and they should be assessed higher than projects with little or no UES because of their stronger contribution to the sustainable development of urban areas. The novel aspect of JESSICA is that this instrument should not only support and promote sustainable urban development but also provide incentives that lower risk capital investments and consequently allow to overcome existing market failures. Thus, the paper aims to identify whether JESSICA projects have contributed to generating positive market effects, as well as to indicate the factors that were most responsible for the occurrence of these phenomena. The results show that 75% out of all projects generated positive market effects in form of new jobs, services or products. The generation of revenues by particular project was the most influential factor determining the capacity of a given project to create positive markets effects.

They aim at trade liberali‑ sation, but their scope is broader, comprising other areas of socio‑economic life, more or less directly linked to trade, such as e.g.: the liberalisation of public services, the mutual recognition of professional qualifications, the deregulation and liberalisation of financial markets, the protection of intellectual property rights, and the cooperation in creating new rules or protecting mutual investments. There‑ fore, the aim of this paper is to analyse the scope and content of the Comprehensive Economic and Trade Agreement (CETA) signed in 2016 by the European Union and Canada from the point of view of the Balassa stages of economic integration and the EU’s experience in order to state whether the naming of such agreements as trade agreements, even with the “new generation” qualification, is re‑ ally justified. The analysis presented in this paper leads to the conclusion that this agreement should rather be included in the category of agreements labelled as integration agreements. Most of the CETA provisions are at the same level of sophistication as was achieved by the EU countries at the stage of building the single market, that is, at the stage of the implementation of the common mar‑ ket in Balassa’s nomenclature, and some of them are at the stage of economic and monetary union. The scope of the CETA, i.e. the number of areas of social and economic life regulated by it as well as their advancement and complexity, goes far beyond what is commonly understood as a trade agreement and beyond its official purpose – the creation of a free trade area between the European Union and Canada. The paper aims to identify whether all the projects implemented in Poland in the years 2007-2015 bring revenue and whether there is a relationship between the amount of the JESSICA loans/projects and the legal form of beneficiaries. The Polish case study based on the analysis of all the projects implemented in the five regions reveals that not all the projects bring revenues from their main operations. The legal form of a beneficiary plays also an important role with regard to the size of the loan/the value of the projects and determines a type of the results (economic, social) achieved by the projects. The considerations carried out in this work show that the analysis of the consequences of this type of agreements should be carried out not only at the level of the entire EU but also from the perspective of individual member states whose level of economic development and economic structures differ significantly. By using a trans-disciplinary approach based on multivariate analysis, the authors identified peri-urban areas within three Polish metropolitan areas. Our empirical study contributes to filling the gap in the literature about the role of non-profit leadership in urban and regional development. We study the characteristics of politicians in civil society and that of civil society’s leaders in politics as a prerequisite for successful local development. For this, we draw on the survey data of 374 local politicians from four large cities in Central Europe: Prague, Bratislava, Budapest and Poznań. The research affirms that non-profit non-governmental organisations do play an important role in local development and reveals similarities in all analysed cities, though with some variance. Local political elites are identified as engaging significantly in civil society organisations, despite low levels of general trust in these countries. About two-thirds of the local politicians who took part in the survey participate actively in civil society organisations in their respective cities but not coming from a previous non-profit non-governmental organisation employment. Not only are they active, but many of them also have positions as managers or directors, or as members of the board of directors in these organisations. Although neither membership nor leadership in non-profit non-governmental organisations appears to increase a local politician’s chance of being elected, except when those are engaged in local development or environmental issues. As spatial leadership plays an important role in the construction of new agendas and identities we have also investigated the views of local politicians on decentralisation, government service provision efficiency and the importance of several local policy topics, and found some puzzling differences across our V4 cities that possibly reflect cultural differences. Organized by the European Commission’s DG for Regional and Urban Policy (DGREGIO), the Committee of the Regions (CoR) and the Regional Studies Association (RSA), the Master Class brought together 29 doctoral students and early career researchers from 15 EU member states and three non-EU countries.
The evaluation of the Master Class by participants and lecturers revealed a high level of satisfaction with the networking opportunities provided. The World Café session coordinated by John Bachtler from the Strathclyde University received the highest appreciation. As a result of the latter, participants of the Master Class summarized their views on different aspects in the five subsequent articles. Marius Guderjan, Alba Smeriglio and Myrto Tourtouri look into the policy and research challenges for EU Cohesion Policy for the years to come. Neculai-Cristian Surubaru, Koen Salemink, Piotr Idczak and Christian Kjær Monsson discuss the components of administrative capacity, the elements that affect it and instruments that may help improve it. Also with regard to administrative capacity-building for the management of the EU Structural and Investment Funds, Hunor Bajtalan, Chiara Garau, Mariana Soultanova and Alessia Usai propose a stronger research focus on possibilities to reduce political intervention in public administrations and on the role civil society organizations can play in this respect. Finally, two articles focus on research challenges concerning the ‘European Territorial Cooperation’ objective of EU Cohesion Policy, also known as ‘Interreg’. Eduardo Medeiros, Tomasz Szulc and Marco Trienes suggest concentrating on the development of typologies of border regions, the need for a longer-term cross-border planning process, and the use of territorial impact assessment instruments, while Annika Jaansoo, Emily Lange, Gökhan Yalcin, Gordon Modro and Jean-Marc Venineaux develop a list of issues reflecting on ‘capacity and governance’

It allows to draw the attention to the process of diversification of enterprises and building of complex and multidimensional ownership structures as possible sources of the increase in the companies’ power and the possibility of its use and abuse in order to limit the competition and perform better on the market. The concept of structural power is a part of the scientific discussion on the sources and possibilities of using enterprises’ market power, and fits into the current research on one of the fundamental problems of economic theory: how to protect competition internationally and, therefore, determine the limit when the natural and desirable behaviour of enterprises aimed at increasing their international competitiveness begins to distort competition and adversely affect economic development. The analysis shows that the potential influence on other market participants may arise not only from the firm’s position on the relevant market and other factors related to its specificity, but also from the various types of linkages between firms.

Analizie poddano 10 gmin położonych w sąsiedztwie miast Bydgoszcz i Toruń, wykorzystując następujące parametry: dynamika zmian liczby ludności w latach 2004–2013, saldo migracji na 1000 osób w latach 2004–2013, przyrost liczby podmiotów gospodarczych w latach 2004–2013 i nowe budynki mieszkalne w latach 2004–2013. Na podstawie przeprowadzonych analiz za najdynamiczniej rozwijające się gminy uznano Białe Błota i Osielsko w powiecie bydgoskim. Dodatkowo w pracy podjęto próbę oceny planowania przestrzennego w kontekście zachodzącej suburbanizacji. W analizach wykorzystano dane statystyczne GUS oraz materiały urzędów gmin i starostw powiatowych.

The DGC indicator consist of investment costs at the stage of implementation, and operating costs, occurring throughout the period of the economic life of the project. The comparative analysis of the three alternative solutions was made on the example of the Skórzynka catchment with the use of DGC indicator. It helped in the selection of the most optimal solution in social aspect. It has also shown that this method can be successfully used in the initial phase of the decision-making process in the selection of the most eff ective solutions which shape the retention capacity of the river catchment in urban areas.

The authors have analysed one of the elements that might have an impact on the results obtained under the regional operational programme in the Wielkopolska region in Poland, namely the modes of the selection of projects. This element of the whole cycle of projects is an under-researched subject of scientific analyses even though the project selection itself has been deeply examined by (various) control institutions (the European Court of Auditors, Supreme Audit Offices etc.). The authors use evaluation concepts and a strategic management lens, and formulate five research questions on: the conditions necessary for the transparency of project selection, the main factors determining the choice of the adopted selection mode, the impact of the selection mode on the results, the quality of the work of experts, and the efficiency of the appeal procedures for beneficiaries – trying to answer all these questions in the subsequent sections of the article. The methods used comprise analyses of legislation, reports, primary data and in-depth-interviews with the stakeholders. The research has also practical implications and can be a valuable case-study for policy-makers.

Krzywa Beveridge’a przesunęła się w prawo, co oznacza, że mógł się ukształtować nowy krótkookresowy punkt równowagi rynkowej, charakterystyczny dla okresu spowolnienia gospodarczego, determinowany w znacznej mierze przez czynniki realne o charakterze niecyklicznym. The two processes of deepening and enlarging have had an impact on each other. Since the very beginning the EU has experienced enlargements but one in particular, in the opinion of many scholars, has influenced the organization the most. The enlargement in 2004 by an additional 10 Member States (initially prepared for 12 members) forced the Union to undertake reforms of its treaties and institutions, including the way of decision-making; it also redirected budgetary transfers and impacted on the functioning of the EU’s internal market by expanding its geographical scale and increasing the number of enterprises and consumers that joined it; finally, it gave the EU a new political and geopolitical position. The main aim of the article is to analyze the economic development of the Member States (and especially) the new Member States – herein after referred to as NMS) of this particular enlargement and the EU. The methods of analyses are based on secondary data analysis and the author’s own research related to e.g. regional policy-making.

But the political transition brought also problems and new challenges not know previously. The rst free elections were held in the Visegrad countries that time and their inhabitants could choose their political representatives. Many of them came originally from the civil society and revolution movements. However, the political decision-making became disconnected from the civil society over time. We study the present rootedness of local political representatives in the civil society measured by their membership and leadership in civil society organisations in all four Visegrad countries. We are as well interested in engagement of activists from the civil society in an institutionalised political life, i.e. political parties and political movements. The purpose of this book is to discuss development of local democracy, local development initiatives and local social capital in growing urban areas in post-transition countries in which the civil society was almost absent or very weak twenty ve years ago. This publication comes up with overviews of the situation in four cities, one in each of the Visegrad countries. First the Polish case of Poznan is discussed. Then three capital cities follow: Czech Prague, Slovakian Bratislava and Hungarian Budapest.

W artykule przeprowadzono ocenę efektywności kosztowej rozwiązań technicznych i nietechnicznych możliwych do wdrożenia w obrębie zlewni rzeki Kani. W wyniku zastosowania wskaźnika dynamicznego kosztu jednostkowego stwierdzono, że rozwiązaniem najbardziej optymalnym, tj. najmniej kosztownym dla społeczeństwa, będzie uzyskanie poprawy zdolności gromadzenia i przetrzymywania wód w drodze zabiegów agrotechnicznych. Jednocześnie rozwiązanie to zapewni osiągnięcie porównywalnego efektu do tego, jaki zostałby osiągnięty w wyniku budowy zbiornika retencyjnego.

Dla osiągnięcia zakładanych w Ramowej Dyrektywie Wodnej celów środowiskowych dla poszczególnych dorzeczy zostały zaplanowane działania podstawowe (A i B) oraz szczegółowe. W pracy dokonano analizy porównawczej kosztów inwestycyjnych wynikających z działań programowych mających na celu osiągnięcie i utrzymanie co najmniej dobrego stanu wód na tle nakładów ponoszonych na inwestycje związane z gospodarowaniem zasobami wodnymi w latach 2001-2010. Pożądany stan i jakość zasobów wodnych jest jednym czynników warunkujących rozwój społeczno-gospodarczy. W tym kontekście istotne są działania z zakresu racjonalizacji gospodarowania zasobami wód, które zapobiegają występowaniu stanów niekorzystnych. Znaczenie tego sektora dla rozwoju społeczno-gospodarczego kraju potwierdza także rosnący udział nakładów inwestycyjnych na działania dotyczące gospodarowania zasobami wodnymi zarówno w stosunku do PKB, jak i inwestycji gospodarki narodowej ogółem. Kluczowe znaczenie w nakładach inwestycyjnych oraz w planowanych kosztach w planach gospodarowania wodami na obszarach dorzeczy mają inwestycje związane z gospodarką wodno-ściekową.

W jednej z faz zarządzania kryzysowego zakłada się tworzenie systemu zachęt i restrykcji finansowych oraz właściwe wykorzystanie zasobów, a także warunkuje się odzyskiwanie sprawności układu zapewnieniem przywództwa i koordynacji. Cechą charakterystyczną zarządzania kryzysowym jest dominacja układu terytorialnego nad sektorowym, co można zauważyć też w programowaniu polityki spójności. Analiza przeprowadzona w opracowaniu bazuje na analizie dokumentów strategicznych oraz propozycji aktów prawnych dotyczących wieloletnich ram finansowych oraz polityki spójności na lata 2014-2020. W odniesieniu do negocjacji wieloletnich ram finansowych sformułowano szereg zaleceń, przejawiających się w konieczności uzyskania tzw. europejskiej wartości dodanej wydatków, zwłaszcza dotyczących tych działań, które są współfinansowane z budżetu UE. Przekłada się to na programowanie największej polityki rozwojowej, za jaką często uważa się politykę spójności. W ramach polityki spójności na lata 2014-2020 skoncentrowano się na wprowadzeniu działań zintegrowanych i ukierunkowanych terytorialnie, w dużo większym stopniu niż do tej pory (gdzie dominowało podejście branżowe/ sektorowe). Postanowiono też lepiej skoordynować działania, aby osiągać lepsze średnio i długookresowe efekty. W konsekwencji polityka ta charakteryzuje się budową kompleksowej strategii inwestycyjnej dostosowanej do celów strategii „Europa 2020” oraz koordynacją i integracją wydatkowania funduszy na politykę spójności i rolną i rybacką a także spójnością z krajowymi programami reform i działaniami. Zaproponowano też odmienny system pomiaru celów a także standaryzację pewnych rozwiązań, które mają ulatwić realizację bardziej kompleksowych projektów czy inwestycji, a także uproszczenia w ubieganiu się o środki oraz potencjalne zmniejszenie liczby isntytucji zaangażowanych w procesy zarządzania i kontroli wydatkowanych środków.

The aim of the paper is threefold. Firstly, an overview of recent regional economic performance, as well as key socio-economic conditions are presented using available regional statistical data. Secondly, regional innovation policy governance is presented as a foundation of regional innovation policy and selected innovation policy measures: competitiveness clusters, research clusters, regional clusters and the ARDI are described as instruments of regional innovation policy to foster regional competitiveness. Thirdly, some crucial challenges and recommendations are proposed in order to increase the effectiveness of regional innovation policy.

However, current financial perspective of the EU gave Poland opportunity to be involved in the whole programming period and participate in each phase of the Cohesion Policy cycle. The responsibility of the implementation of this policy is shared between the European Commission and the Member States of the EU. Therefore, one of the key elements of the use of EU funds is the regulatory environment and legal acts adoption that enable proper use of the EU budgetary allocations. Besides, the strong impact of the European Union has been visible on the processes of governance and law creation on both central and regional levels of administration. It has resulted in appearance of multilevel governance and creation of multilayered legal system in terms of the use of EU funds. One of the main aims of the article is to present Polish experiences with the implementation and creation of legal acts referring to the area of Cohesion Policy in the years 2007-2013 (including strengths and weaknesses). From comparison made to previous period 2004-2006 changes in the process of adoption and implementation of legal acts are noticeable. Moreover, some shifts towards stronger coordination in the phase of programming of the policy are visible. Challenges and remedies to weaknesses with reference to legal and management aspects of Cohesion Policy would be also discussed in concluding section of the paper. The methodology of the paper bases on the analysis of types of legal acts, legal and administrative procedures comprising EU regulations, Polish legal acts, Ministry of Regional Development regulations and guidelines, regional/local law, confronted with the consequences for system of EU funding and for potential beneficiaries. The results of the analysis can help to formulate recommendations for improvement in the forthcoming years 2014-2020 that can be useful not only in the Polish case. This particular experience can serve as in-depth case study for countries preparing themselves to join the EU and also provide some lessons for inter-regional co-operation in the area of regional development and consequences of multilayered law creation.

As a consequence, it is significant to carry out an in-depth analysis of the literature on cross-border cooperation, border theory, border regions and areas as well as borderlands in order to capture the essence and definition of the cross-border region. The aim of this study is to demonstrate the cross-border region as the highest form of border regions’ integration and to indicate its characteristics and delimitation criteria taking into account national borders’ functions, typology of border regions and cross-border cooperation.

Nowa koncepcja peryferyjności obejmuje szeroki zakres cech i czynników, które w szerszym ujęciu rozstrzygają o lepszej lub gorszej pozycji danego regionu w stosunku do innych regionów. Ponadto peryferyjność jest kategorią dynamiczną będącą wyrazem zmieniających się politycznych, ekonomicznych i społecznych uzgodnień. Co więcej, zmianie ulegają również nośniki zróżnicowania regionalnego. W określonym momencie dany region może być sklasyfikowany jako peryferyjny, ale w innym już nie, ponieważ zmianie ulegnie zbiór nośników wykorzystywanych do opisu zróżnicowania między regionami. Zatem o peryferyjności regionu powinien przesądzać zestaw cech, które w świetle przyjętych założeń w określonym przedziale/momencie czasu będą cechami peryferyjności.

These changes mean that the economic potential of all regions has become less closely related to location and increasingly influenced by a variety of “aspatial” characteristics. Globalization and technological progress have contributed to reduce the absolute costs of remoteness and to lower their relative role in locational decision-making by companies. Transport costs now account for a relatively small percentage of production costs in most modern industries. It means that aspatial factors have been becoming more important to the economic activity. In this context the concept of peripherality has to be also broader perceived. The peripheral region should be characterized by wide range of spatial and aspatial features. The peripheral region with reference to the multidimensional concept of regional peripherality does not have to be located in a periphery but also near some centre. The identification of peripheral regions, as objects including spatial units similar in terms of many compo-site features, caused the need to apply a multidimensional analysis. It has been conducted by using the method-ology on constructing composite indicators recommended by OECD and European Commission. The process of weighting variables relied on the principle components analysis. In order to identify peripheral regions in a given space the cluster analysis was applied. The analysis comprised all Polish provinces – regions at NUTS 2 level. The result of the analysis is that peripheral regions in Poland include the following Provinces: Łódzkie, Świętokrzyskie and Śląskie, and semi-peripheral regions include the Lubelskie and Podkarpackie Provinces, which confirms the theoretical assumptions presented in this article. Peripheral region does not necessarily have to be located in a periphery, with regard to the new concept of regional peripherality.

The Lisbon Treaty has introduced a collective 18-month Presidency composed of three previously-designated member states (the “Presidency trio”). This solution should surly contribute to the increase of cohesion and effectiveness of the EU functioning. However the Lisbon Treaty has also modified previous model of the presidency introducing two new offices: the President of the European Council and the High Representative of the Union for Foreign Affairs and Security Policy. This change resulted in the division of duties between rotating presidency held by “trio” and fixed presidency held by the two new offices. Therefore the aim of this article is to present the new model of the presidency. Furthermore the relevant task of the presidency is to initiate new direction of the EU’s development in the form of a long-term action plan. The crisis effects forced the European Union institutions and its Member States to undertake significant decisions and to draw recovery plans. Apart from the initiatives aimed at the economic policy coordination and financial markets supervision, the EU proposed and introduced important initiatives for the strengthening of competitiveness of the internal market. In November 2008 the European Commission in the communication on the recovery plan proposed the ways to support the real economy and competitiveness, to boost demand and restore confidence in the European economy. Then, in the course of 2008-2011 years, a broad range of legislative and non-legislative decisions have been taken by the European Commission and European Parliament in order to minimize the crisis consequences for the internal market, including the Single Market Act and the new European strategy Europe 2020. Moreover, additional amount of money coming from the EU budget was designed for spending on i.e. energy safety, development of broad-band internet in the rural areas or enterprise help within the Cohesion Policy, and the European Investment Bank designed 15 bn euro for credits and loans for the SMEs.

In the area of regional development and development policy new instruments and creation of the systems of management and control had to be introduced in the Member States (MS) which is a derivative of the EU regulations. The MS however have autonomy in shaping the systems. Those two elements contribute to increasing complexity, multi-level governance and needs strong coordination of many elements. In the article the authors decided to analyse different types of external control of the use of EU Structural Funds and relate this to the phases of the project cycle management. The authors modify definition of external control and include also control of the system by the stakeholders of the Cohesion Policy (social control) with the focus on administrative proceedings application. Therefore, multidimensional overview on proper functioning of the systems of the SF management and control in Poland is introduced by the authors. This approach is innovative and at the same time the article gives an opportunity to gather dispersed information on control present in the literature. The methodology is based on legal acts analysis.

In recent years there have been significant changes in the economic environment. These changes caused that the economic potential of regions have become less dependent on the location and more associated with a number of other factors. Regions can grow in very varied ways and the simple concentration of resources in one place is not a sufficient condition for sustained growth. The occurrence of interregional disparities, however, does not need to be undesirable. The process of regional development can take many forms. Concentration of desirable resources in specific locations is not necessarily a factor favoring the persistence of growth. Regions deprived of those resources can also have its own unique inner potential. The adoption of standards and mechanisms from other regions that have achieved their success does not necessarily lead to the effective development of lagging regions. Skutki kryzysu widoczne do teraz nie pozostały bez wpływu na priorytety i decyzje gospodarcze podejmowane w ramach Unii Europejskiej. Obserwując integrację gospodarczą należy przypomnieć, że wprowadzenie wspólnego rynku w życie w 1993 r. jest konsekwencją realizacji etapów integracji gospodarczej, zaproponowanych w ujęciu teoretycznym przez B. Balassa, który postulował dojście poprzez rynek do unii gospodarczej i walutowej (UGiW) i w konsekwencji pełnej unii (unii politycznej). Z założenia żaden z etapów wcześniejszych nie eliminuje dorobku etapów poprzednich, a osiąganie nowych jest dodawaniem kolejnych wspólnych elementów i usuwaniem istniejących na dotychczasowym etapie barier. Wspólny rynek nie jest wolny od wielu barier w zakresie przepływu towarów, usług, osób, kapitału oraz przedsiębiorczości. Ich usuwanie powinno pomóc funkcjonować w ramach UGiW i prowadzić do większej harmonizacji i koordynacji polityki gospodarczej, a w szczególności polityki fiskalnej, w Unii Europejskiej. Jest to w UE element relatywnie słaby w porównaniu z polityką monetarną. Polityka monetarna jest scentralizowana w ramach Europejskiego Banku Centralnego (EBC) oraz Europejskiego Systemu Banków Centralnych (ESBC). Polityka fiskalna (polityka wydatków, inwestycji, podatkowa etc.) podlega zaledwie harmonizacji, np. w zakresie stawek podatków pośrednich VAT. Zgodnie z założeniami teorii optymalnych obszarów walutowych proponowanych przez wielu ekonomistów (por. R. Mundell, P.B. Kennen, R.J. McKinnon), to właśnie polityka fiskalna powinna zostać ujednolicona w pierwszej kolejności, by potem stanowić fundament dla prowadzenia polityki monetarnej. W Unii Europejskiej podjęto próbę odmiennego podejścia do integracji gospodarczej, pozostawiając w rękach rządów państw członkowskich narzędzia polityki fiskalnej. Decyzja ta, podyktowana odmiennością poziomu rozwoju gospodarczego państw, wydawała się być racjonalna i umożliwiała reakcję polityków gospodarczych na zmiany koniunktury w różnych fazach cyklu gospodarczego – z uwzględnieniem recesji czy kryzysu. Zaś dążenie do wyrównywania poziomu rozwoju gospodarczego i społecznego jest jednym z celów w Unii Europejskiej. Jest warunkiem koniecznym procesu pogłębiania integracji.

Analizy przeprowadzone po pierwszym okresie przejściowym udowodniły, że wprowadzenie pełnej swobody przepływu osób pozytywnie wpłynęło na gospodarki państw, które zdecydowały się ją zastosować. Obawy przed nasileniem ruchów migracyjnych związanych z poszukiwaniem pracy i możliwością wypierania krajowych pracowników przez obywateli państw UE 10 okazały się nieuzasadnione. Wraz z poprawą koniunktury gospodarczej odnotowano również pozytywne zmiany na rynku pracy EOG. Funkcjonowanie Wspólnego Rynku, w tym zwłaszcza swobody przepływu pracowników, umożliwiło wystąpienie procesów dostosowawczych pomiędzy niedoborem a nadwyżką siły roboczej w poszczególnych krajach UE.
