Financial instruments under Cohesion Policy (CP) are increasingly identified as a more efficient and sustainable alternative to complement traditional grant-based financial support. They are essential in triggering investments characterised by revenue-generating and cost-saving activities. The chapter presents the use of financial instruments for sustainable urban development. In the face of increasing urban needs and budgetary constraints, any measures which maximise private investments, coupled with limited public spending, while contributing to the achievement of the CP objectives of economic, social and territorial cohesion were widely welcomed. Using the Joint European Support for Investments in City Areas (JESSICA) initiative, the chapter outlines a regulatory framework for allocating CP funds to urban development funds. It describes the institutional and administrative system of JESSICA and discusses the experience gained through the implementation of this initiative, paying attention to both significant opportunities and some shortcomings.

The overarching objective of the EU Cohesion Policy is to promote the harmonious development of its regions and cities to achieve continuous, coherent, and sustainable development throughout the entire European Union, particularly those less developed. This chapter presents the changes in Cohesion Policy since the mid-1970s, highlighting the shift towards an approach focused on territorial contexts and the endogenous competitive potential of territories. The chapter concentrates on the shift from a traditional policy reducing the socioeconomic disparities between European territories through sectoral interventions to a place-based approach in which policy measures and financial resources are tailored to specific places. This place-based approach aims at bringing policies and activities from different levels of government together. Therefore, policy interventions shifted from being limited to deprived areas to constituting an inherent part of the EU’s development policies.

Las disparidades pueden entenderse como el resultado de un fallo del mercado. Por lo tanto, es preciso llevar a cabo intervenciones que guarden relación con un proceso de regeneración. A fin de abordar este problema, la Comisión Europea decidió presentar la iniciativa de Ayuda Europea Conjunta en Apoyo de Inversiones Sostenibles en Zonas Urbanas (JESSICA), como parte de la política de cohesión ejecutada en el período comprendido entre 2007 y 2013. JESSICA es un instrumento financiero rotatorio que se centra en el desarrollo sostenible de las ciudades, y 11 Estados miembros decidieron poner a prueba la solución propuesta. El primer país en firmar el acuerdo fue Polonia, que implantó JESSICA en cinco regiones (Pomorskie, Mazowieckie, Śląskie, Wielkopolskie y Zachodniopomorskie). Este enfoque innovador entrañó numerosos desafíos para todas las partes interesadas (actores europeos, regionales y locales procedentes tanto del sectorpúblico como del privado) que participaron en la planificación y la implementación de la iniciativa. La metodología empleada se basa en el paradigma positivista, que examina las relaciones causales entre las intervenciones públicas (proyectos) y sus efectos. Se ha adoptado un enfoque realista en las técnicas de evaluación, así como en nuestra propia evaluación de todos los proyectos, realizada por expertos, que se han fundamentado a través de numerosas herramientas analíticas como el agrupamiento jerárquico y aglomerativo. De las principales conclusiones del estudio se desprende que los proyectos ejecutados en Polonia tan solo cumplen parcialmente los supuestos teóricos, y que las imensiones social y horizontal del desarrollo sostenible han estado infrarrepresentadas. Se observan ciertas divergencias a nivel regional en lo que respecta al enfoque modelo, y una región destaca en cuanto a la calidad de los proyectos (Zachodniopomorskie). The purpose of this paper is to answer the following research question: which factors relating
to the international competitiveness of German enterprises are most important for the Polish
market? Then, in a broader context: which competitiveness factors play a key role in helping
enterprises from the highest developed countries conquer the market of a relatively less developed country? On the basis of a literature review, a research gap is identified, indicating there is
a shortage of studies that clearly identify a group of factors that influence a company’s success on
the foreign market. The gap is filled with the empirical qualitative research and the conclusions
regarding the key competitiveness factors and their effective combination. Competitive strategies
and factors key for their implementation are identified, presenting the factors responsible for the
growth of German enterprises on the international market (Poland) and achieving market success. The set of enterprises’ competitiveness factors is established and the hierarchy those factors
is presented. Although the qualitative research based on thirteen companies is not representative, the leading German enterprises provide a valuable lesson on how to successfully conquer
a foreign market. The key competitiveness factors responsible for such success in the context of
strategic goals, competition strategies, and modern methods of competition are presented and
discussed. The findings are very useful for real enterprises in internationalizing situations, where
the management has to determine the competitive strategy which should lead to foreign growth
and in consequence success on the international market. The study indicates what to focus on
when entering the foreign market and which factors have a direct impact on the growth on the
foreign market. The paper is a result of empirical research on competitiveness and provides valuable information about the set of ranked competitive factors that have a direct influence on success in a foreign market.

Purpose: The current pandemic crisis caused by Covid-19 significantly impacted the processes of European integration. The European Union decided to act within and beyond existing competences and instruments to support the efforts of its Member States, along with regional and local authorities, in the fight against Covid-19. Our study sheds light on the instruments and solutions proposed within the framework of the cohesion and budget policy to tackle the problems related to Covid-19 in Europe. The analysis focuses on two strands: 1) EU assistance offered through cohesion policy (CP) instruments toward above areas; 2) the future evolution of EU budget, and therefore integration shifts, provoked by the Covid-19 crisis.

Design/methodology/approach: The study analyzes statistical data with regard to the use of instruments of the Cohesion Policy under the Covid-19 pandemic, but also the amendments introduced to legal acts and decision-making processes that refer to the multiannual financial framework (MFF) for 2021–2027.

Findings: We notice a strong shift of priorities regarding environment transformation, digitalization, and health protection, reflected in the MFF. The coordinative role of European institutions and the redirection of different financial instruments to health care follows the neofunctionalist paradigm and represents a spillover effect resulting from integration. The crisis analyzed from the institutional perspective is seen as a chance to reform the decision-making process, while on the other hand, as a threat to the inclusive integration of all Member States.

Originality and value: The paper is an original contribution on the overall use of both financial and legislative instruments in the times of unprecedented health and economic crisis caused by Covid-19 in the European Union. The text can be a valuable insight for both researchers and practitioners in the field of broadly understood European studies.

Anchored in the literature on place-based policy and territorial cohesion, this paper addresses the question how the JESSICA funds were allocated among Polish cities – whether, intuitively, only to key urban centres, or to smaller cities as well. The results illustrate that the repayable assistance of JESSICA was dispersed throughout the regions, although the degree of dispersion remains mixed across them. Almost half of the JESSICA funds was transferred to small and medium-sized cities. This paper sets out to explore the contribution of JESSICA projects to enhancing the territorial cohesion of urban areas. We apply a slightly modified TARGET_TIA methodology to assess the territorial impacts of those projects in the city of Poznań. It is found that the JESSICA projects brought about positive territorial effects in deprived urban areas, however, their impacts are quite varied. More exactly, the results demonstrate that projects which most closely addressed the specific needs of the particular urban areas make the greatest contribution to improving the territorial cohesion of a city. It is also suggested that the complexity of JESSICA projects should have a higher priority in granting a JESSICA loan.

The paper examines the issue of whether the process of policy formulation and implementation on urban regeneration in Poland is done pursuant to the rules of a cycle of public policy-making. This is carried out through the use of the functioning cycle of public policy in Poland proposed by Zybała (2015) that stresses the specificities of Polish conditions in the public policy-making. Hence, the aim of the study is to provide an overview of public policy-making on urban regeneration in the context of legislative and institutional-administrative practices. In the light of increasingly complex challenges faced by cities, there is a need for the necessary counter-balancing regeneration measures taking a form of state sponsored public policy. Therefore, the Act on Regeneration was adopted in 2015. The paper concludes that the adoption of this Act was dominated by the legislator which, with relatively little contribution from other stakeholders, resulted in a rather unambitious set of legal provisions on regeneration that have not substantially changed the instrumental approach of local authorities to urban regeneration.

The JESSICA initiative has been set up to respond to development needs of urban areas, which are of key importance for stimulation of sustainable economic growth. It is supposed to provide a more efficient alternative to the traditional EU grants for the implementation of developmental projects. The funding available under the JESSICA framework relies on a repayable and recyclable basis. This means that it not only offers revolving funds, increasing financing capacity of EU cohesion policy, but also creates scope for cooperation between public authorities, financial institutions, and private investors to support implementation of this policy. Since JESSICA supports projects being part of an integrated plan for sustainable urban development, its primary challenge is to combine the objectives focused on urban sustainability and policy intervention with revolving financial models that assume, in principle, the long-term viability of projects. However, taking into particular consideration the needs of urban areas and the EU cohesion policy objective on the one hand, and the organisation and operation of financing engineering instruments on the other, JESSICA seems to be a very ambitious undertaking. The evaluations carried out, up to now, have been mainly focused on its legal and institutional framework, or limited to some selected project. Our study concerns the assessment of all projects implemented within the framework of the JESSICA initiative in five Polish regions, namely: Pomorskie, Mazowieckie, Śląskie, Wielkopolskie and Zachodniopomorskie, in the years between 2007-2015. To do so, we designed a methodological approach for assessing the extent to which projects implemented under the JESSICA initiative have contributed to achieving its fundamental assumptions. Subsequently, we made an assessment of the results of JESSICA through the conceptual lens of sustainable urban development. The main findings show that the range of achieving the assumptions of the JESSICA funding model by projects diverges widely. Many projects were quite well adjusted to the requirements but there were also projects that fulfilled them to a very limited extent.

The authors look also at the governmental change of approach towards the use and mining of cryptocurrencies being one of the assets and potential applications of bitcoin as (quasi) money. Design/methodology/approach The authors collected the daily data (a period from 01 May 2014 to 31 July 2018) on the development of the following magnitudes: Caracas Stock Exchange main index: Índice Bursátil de Capitalisación (IBC) index; gold price in US dollars, the oil price in US dollars and Bitcoin price in bolivar fuerte (VEF) (LocalBitcoins). The authors estimated a threshold VAR model between IBC and each of the possible safe-haven assets, where the trigger variable was the IBC; then the authors modelled the residuals from the TVAR model using MGARCH model with dynamic conditional correlation. Findings The results show that that gold is a better safe-haven than oil for Venezuelan investors, while bitcoin can be considered a weak safe haven. Still, bitcoin can perform (to a certain extent) money functions in a crisis-driven country. Research limitations/implications Further research after the change of local currency from VEF into bolivar soberano might be looked at on the later stage. Practical implications The authors provide evidence on which of analysed asset is the best safe-haven for the investors acting in the time of the crisis. The evidence goes in line with other authors’ findings, thus, the results might bring implications for investors of more universal character. Additionally, the result might be helpful for governments and/or monetary authorities while projecting institutional frameworks and conducting monetary policy. Social implications The unprecedented economic crisis in Venezuela was one of the factors that fuelled the mining and use of cryptocurrencies in the daily life of its citizens. Nowadays, the country is a leader in terms of the use of bitcoin and other cryptocurrencies in Latin America. The results show a potential application of bitcoin as a store of value or even means of payments in Venezuelan (or in other countries affected by the crisis). Originality/value The paper builds on the original data set collected by the authors and brings evidence from the models the authors constructed to verify, which asset is the best option for investors in hard times of the crisis. Cechą rozwoju społeczno-gospodarczego jest utrzymujące się przestrzenne zróżnicowanie w wymiarze regionalnym. Jednym z przejawów tego zjawiska jest kształtowanie się dychotomicznego układu terytorialnego – centro-peryferyjnego, w którym silne ośrodki wzrostu przeciwstawiane są regionom o niskim poziomie rozwoju często określanym mianem peryferyjnych. Jednakże różnorodność zachodzących procesów w sferze regionalnej wskazuje, że peryferyjność regionu powinna być postrzegana przez pryzmat wieloaspektowości różnych czynników decydujących o potencjale rozwojowym regionów. W tym kontekście szczególnie istotne są inteligentne specjalizacje, które poprzez swoją unikatowość mogą być skutecznym instrumentem w kreowaniu zintegrowanego rozwoju tych regionów.

However, these countries followed different development trajectories and reacted differently to the economic crisis. Some of them still struggle, others thrive, others, afteryears of structural transformation, are stuck in a middle-income trap.Successes and failures as a result of EU cohesion implementation are avaluable source of feedback for future plans. Southern part of the EU, and Central and Eastern Europe provide an excellent opportunity to evaluatethem, The whole implementation exercise is sometimes challenging to accomplish, as both the public and private sectors have low absorption capacity. In contrast, positive experiences also emerged. Regions in Central and Eastern European countries witnessed improvements in the form of change in GDP per capita, benchmarked against the EU average during theyears 2008-2015, while Southern Europe improved similarly between 2000-2008. In this volume, the authors cover a variety of aforementioned problems and experiences of either all member states, with special attention to peripheral countries, or to sectoral or regional problems in selected countries. The book begins with an overview of the issues of economic convergence and quality of life in all member states. It also addresses political aspects of EU cohesion policy, including involvement of civil society into this public policy, as well as relationships between cohesion policy support and EU identification. The final section discusses an important novelty in the framework of EU cohesion policy, namely the JESSICA initiative, that is, an instrument offering repayable and recyclable funding targeted at economically-viable and sustainable urban development projects. To diversify the sample, we include five very different countries in our study: Japan, Venezuela, China, Estonia, and Sweden. Using daily data over the period 2014–2017, we estimate the dynamic conditional correlation model between main stock indices and bitcoin price in local currencies (Bitflyer – in the case of the yen, Kraken – in the case of the euro, Huobi in the case of yuan and LocalBitcoins in all the remaining cases), as well as between main stock indices and the bitcoin price in the US dollar (Bitfinex exchange). We apply the Stochastic Volatility Model with the Dynamic Conditional Correlation. We add binary variables into the dynamic correlation equation, indicating the occurrence of extreme return on the stock-exchange index in the lower 1%, 5% and 10% quantile. The conclusions vary, depending whether we consider trade on the local bitcoin exchanges or in the global one. We conclude that bitcoin was treated as a safe haven asset only in the case of Venezuela and investments in bolivars. In the case of local investments in Japan and China bitcoin behaved as a diversifier. In the bitcoin-friendly economies of Sweden and Estonia it acted as a weak hedge. In the case of the USD trade, the results suggest that bitcoin is a weak hedge with respect to all of the analyzed markets. Research Design & Methods: The authors used the logistic regression to build a model showing the association of the variables analysed on the dependent variable. In addition, to point out a relative importance from all possible orderings of explanatory variables and to show the most important one(s), ANOVA method was applied. Findings: Not all the projects co-financed under the JESSICA initiative bring revenues from their main operations. The legal form of a beneficiary plays an important role. Both projects implemented by companies and projects of a relatively high value increase the probability of generating revenues. Location of the project (capital city/ non-capital city of the region) is not significant with regard to capacities to generate revenues. Implications & Recommendations: JESSICA projects characterised with a high value and implemented by entities having the company status involve private capital and consequently generate capital backflows. They contribute to leverage effects and thereby raise the role of JESSICA as a powerful instrument aimed at rendering existing market failures. It seems that the results of the study might help to design the use of JESSICA resources in the current and the future EU financial perspective. However, this behaviour is difficult to achieve and maintain in countries such as post-socialist societies that have passive social attitudes and low levels of general trust. This chapter describes the development and current character of local political systems, decentralisation and civic engagement in four countries in Central Europe: the Czech Republic, Hungary, Poland, and Slovakia. It concentrates on civil society, direct and indirect forms of political participation, the development of civil-society organisation advocacy and citizen opinions about their likelihood of influencing policy. It highlights the low general trust and social capital, passive attitudes, and low voter turnout in these countries compared to other countries in Europe. These features are a legacy of the communist past and are attributable to the negative socioeconomic consequences of the transition process and disillusionment about democratic development. Specifically, it examines the impact of UES on the project's economic performance, and thereby on human quality of life. Using the discounted cash flow method, this paper estimates the project's economic performance indicators including the identified UES upon their prior valuation. The valuation was carried out on the basis of the benefit analysis, contingent valuation method-"willingness to pay" and benefit transfer method, as recommended by Bernaciak, Wojcieszak (2014) and Zawojska et al. (2016). Results show that urban projects including UES are characterised by the higher values of the economic performance indicators and they should be assessed higher than projects with little or no UES because of their stronger contribution to the sustainable development of urban areas. The text is an overview and relies mainly on a comparative analyses of secondary statistical data. Its aim is to show Europe 100 years after signing the Treaty of Versailles when intense transnational actions have been instigated to ensure order in Europe. The dynamics of macroeconomic factors in Europe was presented. The analysis gives ground for supporting a hypothesis formulated in literature on the subject that economic intervention contributes to the economic growth and development of countries from a given integration grouping. Notably, these are the integration processes taking place in the EU that contribute to accomplishing the goals of the Treaty of Versaiiles. Stulecie podpisania traktatu wersalskiego stało się okazją do wielu podsumowań i analiz. Niniejsze opracowanie przybliża i charakteryzuje współczesną Europę, a w szczególności Unię Europejską (UE), w oparciu o dostępne statystyki publikowane przez EUROSTAT i AMECO. Tekst ma charakter przeglądowy i oparty jest głównie o analizę porównawczą wtórnych danych statystycznych. Przeanalizowano w nim dynamikę kształtowania się podstawowych wskaźników makroekonomicznych w UE. Contemporary research exploring the Fair Trade movement does not provide a clear
answer whether the overall impact of Fair Trade is positive or negative and what are the
real motives of Fair Trade consumers. In the paper we investigate whether the assump

tions of selected heterodox schools (feminist, ecological and humanist) fit better to the
reality of the Fair Trade movement than those of the neoclassical theory. Although ‘bet
-
ter fitness’ does not necessarily mean ‘better explanation’, the mismatch with reality may
constitute an obstacle in identifying a crucial aspect of the researched phenomenon (i.e.
Fair Trade), harming explanation of its existence and development.

JESSICA initiative as a financial engineering instrument was introduced to enhance and accelerate investments in disadvantaged urban areas. The novel aspect of JESSICA is that this instrument should not only support and promote sustainable urban development but also provide incentives that lower risk capital investments and consequently allow to overcome existing market failures. Thus, the paper aims to identify whether JESSICA projects have contributed to generating positive market effects, as well as to indicate the factors that were most responsible for the occurrence of these phenomena. The results show that 75% out of all projects generated positive market effects in form of new jobs, services or products. The generation of revenues by particular project was the most influential factor determining the capacity of a given project to create positive markets effects.

Celem artykułu jest analiza kierunków rozwoju ruchu Fair Trade ze szczególnym uwzględnieniem genezy tego zjawiska oraz dylematów, z jakimi ma ono obecnie do czynienia. Na szczególną uwagę zasługuje duża różnorodność podmiotów działających w ramach ruchu Fair Trade i rosnąca liczba certyfikatów przy jednoczesnym dążeniu ruchu do zwiększenia swej integralności, coraz większa obecność produktów Sprawiedliwego Handlu na rynku konwencjonalnym i dopasowywanie strategii działania do zmieniających się warunków rynkowych oraz rosnąca świadomość konsumentów na rynkach państw wysoko rozwiniętych na temat globalnych nierówności dochodowych i złych warunków życia producentów z Południa.

One of the manifestations of economic globalisation seen in recent years is the so‑called “new generation” type of trade agreements such as the TPP, CETA and TTIP. They aim at trade liberali‑ sation, but their scope is broader, comprising other areas of socio‑economic life, more or less directly linked to trade, such as e.g.: the liberalisation of public services, the mutual recognition of professional qualifications, the deregulation and liberalisation of financial markets, the protection of intellectual property rights, and the cooperation in creating new rules or protecting mutual investments. There‑ fore, the aim of this paper is to analyse the scope and content of the Comprehensive Economic and Trade Agreement (CETA) signed in 2016 by the European Union and Canada from the point of view of the Balassa stages of economic integration and the EU’s experience in order to state whether the naming of such agreements as trade agreements, even with the “new generation” qualification, is re‑ ally justified. The analysis presented in this paper leads to the conclusion that this agreement should rather be included in the category of agreements labelled as integration agreements. Most of the CETA provisions are at the same level of sophistication as was achieved by the EU countries at the stage of building the single market, that is, at the stage of the implementation of the common mar‑ ket in Balassa’s nomenclature, and some of them are at the stage of economic and monetary union. The scope of the CETA, i.e. the number of areas of social and economic life regulated by it as well as their advancement and complexity, goes far beyond what is commonly understood as a trade agreement and beyond its official purpose – the creation of a free trade area between the European Union and Canada. It leads to economic integration at a level far deeper than a free trade area in its classic and common sense.

One of its main assumptions was to increase efficiency and effectiveness of the projects supported by JESSICA. The paper aims to identify whether all the projects implemented in Poland in the years 2007-2015 bring revenue and whether there is a relationship between the amount of the JESSICA loans/projects and the legal form of beneficiaries. The Polish case study based on the analysis of all the projects implemented in the five regions reveals that not all the projects bring revenues from their main operations. The legal form of a beneficiary plays also an important role with regard to the size of the loan/the value of the projects and determines a type of the results (economic, social) achieved by the projects. The so-called new-generation trade agreements, such as the CETA agreement signed by the EU and Canada, include not only the liberalization of trade in goods and the creation of a free trade area, but also many other areas, such as liberalization of the services market, including public services, mutual recognition of professional qualifications, deregulation and liberalization of financial markets, enhanced cooperation in the protection of intellectual property, and mutual investment protection. The considerations carried out in this work show that the analysis of the consequences of this type of agreements should be carried out not only at the level of the entire EU but also from the perspective of individual member states whose level of economic development and economic structures differ significantly. This is important for proper preparation for the entry into force of such an agreement, creating conditions for the full use of the opportunities arising from it and for adapting to the new market-specific situation and avoiding the greatest possible threats.

Regeneration – an integrated process of activities undertaken in the spatial, social and economic dimensions should lead to the improvement of the living conditions of inhabitants of degraded urban areas. The European Union in 2007-2013 allocated financial resources for this purpose in the form of JESSICA initiative which is based on financial engineering mechanism. Experiences gained so far allow conclusions to be drawn that JESSICA is a highly financially-efficient instrument but, however, not always delivers the desired outcomes in the spatial and social sphere. The scope of projects often is limited to infrastructural investments and does not reflect the complexity of regeneration process. In the article the authors analyse experiences of the five Polish regions with the use of JESSICA, point out main problems and formulate recommendations for sustainable urban policy.

Peri-urban areas are determined by a particular set of urban and rural characteristics that coincide, but seem to be dominated by the rural aspect. By using a trans-disciplinary approach based on multivariate analysis, the authors identified peri-urban areas within three Polish metropolitan areas. Results show that the areas mostly predestined to be peri-urban are territories classified as rural gminas (communes) and rural areas of urban rural gminas, which are peripherally located in relation to the main city. Na obszarach będących pod silnym oddziaływaniem procesu suburbanizacji proces ten często przyjmuje charakter spontaniczny i prowadzi do decyzji, które skutkują nadpodażą gruntów przeznaczonych na inwestycje w stosunku do racjonalnych potrzeb. Analizując przykład planowania przestrzennego w gminie Dopiewo z wykorzystaniem demograficznych wskaźników oceny zagospodarowania przestrzeni, potwierdzono powyższe twierdzenie i wykazano, że planowanie przestrzenne w niedostatecznym stopniu uwzględnia zasady rozwoju zrównoważonego i trwałego.

Our empirical study contributes to filling the gap in the literature about the role of non-profit leadership in urban and regional development. We study the characteristics of politicians in civil society and that of civil society’s leaders in politics as a prerequisite for successful local development. For this, we draw on the survey data of 374 local politicians from four large cities in Central Europe: Prague, Bratislava, Budapest and Poznań. The research affirms that non-profit non-governmental organisations do play an important role in local development and reveals similarities in all analysed cities, though with some variance. Local political elites are identified as engaging significantly in civil society organisations, despite low levels of general trust in these countries. About two-thirds of the local politicians who took part in the survey participate actively in civil society organisations in their respective cities but not coming from a previous non-profit non-governmental organisation employment. Not only are they active, but many of them also have positions as managers or directors, or as members of the board of directors in these organisations. Although neither membership nor leadership in non-profit non-governmental organisations appears to increase a local politician’s chance of being elected, except when those are engaged in local development or environmental issues. As spatial leadership plays an important role in the construction of new agendas and identities we have also investigated the views of local politicians on decentralisation, government service provision efficiency and the importance of several local policy topics, and found some puzzling differences across our V4 cities that possibly reflect cultural differences. W pracy na przykładzie zlewni (cieku wodnego) Skórzynki, zlokalizowanej w obrębie Poznańskiego Obszaru Metropolitalnego, podjęto próbę wyznaczenia najkorzystniejszego wariantu ochrony przed powodzią, suszą i deficytem wody poprzez poprawę zdolności retencyjnych zlewni przy użyciu metody AHP. W analizie przyjęto cztery kryteria określające warunki osiągnięcia celu nadrzędnego (społeczno-ekonomiczne, retencyjne, środowiskowe, społeczne) oraz trzy alternatywne rozwiązania (zbiornik małej retencji, zabiegi agrotechniczne, systemy zagospodarowania wody deszczowej.

Na podstawie przeprowadzonych analiz wykazano, że najlepszym rozwiązaniem prowadzącym do poprawy retencyjności zlewni są zabiegi agrotechniczne, które powinny być priorytetowo traktowane w programach adaptacji do zmian klimatycznych.

W artykule dokonano charakterystyki peryurbanizacji jako procesu transformacji urbanistycznej zachodzącego na obszarach wiejskich leżących w strefie odziaływania miast i predysponowanych do rozwoju wielofunkcyjnego. Następnie za pomocą metod taksonomicznych przeprowadzono ocenę procesu peryurbanizacji w ramach jednostek terytorialnych wchodzących w skład Poznańskiego Obszaru Metropolitalnego. Uzyskane wyniki wskazują, że największa dynamika zmian w zakresie cechy peryurbanizacji występuje na terenie gmin wiejskich i części wiejskiej gmin miejsko-wiejskich, których układ przestrzenny tworzy mozaikę wokół Poznania. Tym samym potwierdzono założenia teoretyczne peryurbanizacji.

W efekcie uzyskuje się klarowną informację na temat adekwatności przyjętych rozwiązań pod kątem ich skuteczności w osiąganiu przyszłych oczekiwań. W tym sensie efektywność ekonomiczna jest wykorzystywana w ewaluacji ex ante, ponieważ z wyprzedzeniem wskazuje, czy planowane działania są trafne z punktu widzenia potrzeb społecznych. Between 6 and 8 October 2014, the 12th European Week of Regions and Cities – OPEN DAYS – hosted an early career Master Class for the second time, aiming to improve understanding of European Union (EU) Cohesion Policy and its research potential. Organized by the European Commission’s DG for Regional and Urban Policy (DGREGIO), the Committee of the Regions (CoR) and the Regional Studies Association (RSA), the Master Class brought together 29 doctoral students and early career researchers from 15 EU member states and three non-EU countries.

The evaluation of the Master Class by participants and lecturers revealed a high level of satisfaction with the networking opportunities provided. The World Café session coordinated by John Bachtler from the Strathclyde University received the highest appreciation. As a result of the latter, participants of the Master Class summarized their views on different aspects in the five subsequent articles. Marius Guderjan, Alba Smeriglio and Myrto Tourtouri look into the policy and research challenges for EU Cohesion Policy for the years to come. Neculai-Cristian Surubaru, Koen Salemink, Piotr Idczak and Christian Kjær Monsson discuss the components of administrative capacity, the elements that affect it and instruments that may help improve it. Also with regard to administrative capacity-building for the management of the EU Structural and Investment Funds, Hunor Bajtalan, Chiara Garau, Mariana Soultanova and Alessia Usai propose a stronger research focus on possibilities to reduce political intervention in public administrations and on the role civil society organizations can play in this respect. Finally, two articles focus on research challenges concerning the ‘European Territorial Cooperation’ objective of EU Cohesion Policy, also known as ‘Interreg’. Eduardo Medeiros, Tomasz Szulc and Marco Trienes suggest concentrating on the development of typologies of border regions, the need for a longer-term cross-border planning process, and the use of territorial impact assessment instruments, while Annika Jaansoo, Emily Lange, Gökhan Yalcin, Gordon Modro and Jean-Marc Venineaux develop a list of issues reflecting on ‘capacity and governance’

The purpose of this paper is the conceptualisation of the notion of enterprises’ structural power. It allows to draw the attention to the process of diversification of enterprises and building of complex and multidimensional ownership structures as possible sources of the increase in the companies’ power and the possibility of its use and abuse in order to limit the competition and perform better on the market. The concept of structural power is a part of the scientific discussion on the sources and possibilities of using enterprises’ market power, and fits into the current research on one of the fundamental problems of economic theory: how to protect competition internationally and, therefore, determine the limit when the natural and desirable behaviour of enterprises aimed at increasing their international competitiveness begins to distort competition and adversely affect economic development. The analysis shows that the potential influence on other market participants may arise not only from the firm’s position on the relevant market and other factors related to its specificity, but also from the various types of linkages between firms.

W pracy dokonano identyfikacji najdynamiczniej rozwijających się gmin wiejskich w Bydgosko-Toruńskim Obszarze Metropolitalnym. Analizie poddano 10 gmin położonych w sąsiedztwie miast Bydgoszcz i Toruń, wykorzystując następujące parametry: dynamika zmian liczby ludności w latach 2004–2013, saldo migracji na 1000 osób w latach 2004–2013, przyrost liczby podmiotów gospodarczych w latach 2004–2013 i nowe budynki mieszkalne w latach 2004–2013. Na podstawie przeprowadzonych analiz za najdynamiczniej rozwijające się gminy uznano Białe Błota i Osielsko w powiecie bydgoskim. Dodatkowo w pracy podjęto próbę oceny planowania przestrzennego w kontekście zachodzącej suburbanizacji. W analizach wykorzystano dane statystyczne GUS oraz materiały urzędów gmin i starostw powiatowych.

The application of a dynamic generation cost indicator (DGC) as a method to evaluate the effi ciency of investments, which allow to select an investment project with the lowest possible cost. The DGC indicator consist of investment costs at the stage of implementation, and operating costs, occurring throughout the period of the economic life of the project. The comparative analysis of the three alternative solutions was made on the example of the Skórzynka catchment with the use of DGC indicator. It helped in the selection of the most optimal solution in social aspect. It has also shown that this method can be successfully used in the initial phase of the decision-making process in the selection of the most eff ective solutions which shape the retention capacity of the river catchment in urban areas.

The current year 2014 allows/has allowed for the first attempts to evaluate the operations, organization and implementation of the Cohesion Policy 2007-2013. The authors have analysed one of the elements that might have an impact on the results obtained under the regional operational programme in the Wielkopolska region in Poland, namely the modes of the selection of projects. This element of the whole cycle of projects is an under-researched subject of scientific analyses even though the project selection itself has been deeply examined by (various) control institutions (the European Court of Auditors, Supreme Audit Offices etc.). The authors use evaluation concepts and a strategic management lens, and formulate five research questions on: the conditions necessary for the transparency of project selection, the main factors determining the choice of the adopted selection mode, the impact of the selection mode on the results, the quality of the work of experts, and the efficiency of the appeal procedures for beneficiaries – trying to answer all these questions in the subsequent sections of the article. The methods used comprise analyses of legislation, reports, primary data and in-depth-interviews with the stakeholders. The research has also practical implications and can be a valuable case-study for policy-makers.

Relacja pomiędzy liczbą wakatów a bezrobociem, przedstawiona na podstawie krzywej Beveridge’a, wykazała, iż na unijnym rynku pracy nastąpił wzrost nieefektywności funkcjonowania mechanizmu dopasowań w porównaniu z okresem sprzed kryzysu. Krzywa Beveridge’a przesunęła się w prawo, co oznacza, że mógł się ukształtować nowy krótkookresowy punkt równowagi rynkowej, charakterystyczny dla okresu spowolnienia gospodarczego, determinowany w znacznej mierze przez czynniki realne o charakterze niecyklicznym. Przyczynami występującego niedopasowania na rynku pracy UE są głównie niewłaściwe przygotowanie zawodowe pracowników, stosunkowo sztywne ramy prawne regulujące funkcjonowanie polityki rynku pracy, a także niska mobilność wewnątrzunijna mieszkańców.

The European Union (EU) has been transforming and evolving throughout the years of its operating. The two processes of deepening and enlarging have had an impact on each other. Since the very beginning the EU has experienced enlargements but one in particular, in the opinion of many scholars, has influenced the organization the most. The enlargement in 2004 by an additional 10 Member States (initially prepared for 12 members) forced the Union to undertake reforms of its treaties and institutions, including the way of decision-making; it also redirected budgetary transfers and impacted on the functioning of the EU’s internal market by expanding its geographical scale and increasing the number of enterprises and consumers that joined it; finally, it gave the EU a new political and geopolitical position. The main aim of the article is to analyze the economic development of the Member States (and especially) the new Member States – herein after referred to as NMS) of this particular enlargement and the EU. The methods of analyses are based on secondary data analysis and the author’s own research related to e.g. regional policy-making.

Na tle innych krajów UE Polska nadal zajmuje bowiem, niestety, bardzo niską pozycję pod względem liczby ludności korzystającej ze zbiorowego systemu oczyszczania ścieków.

Obecnie zbyt dużym uproszczeniem byłoby definiowanie regionów peryferyjnych jako obszarów oddalonych od centrów aktywności gospodarczej i trudno dostępne pod względem komunikacyjnym. Coraz większe znaczenie w rozwoju działalności gospodarczej zyskują czynniki nieprzestrzenne, dlatego też region peryferyjny powinien być opisany przez szeroki zakres cech przestrzennych i nieprzestrzennych. Wzrost gospodarczy pozostanie przestrzennie niezrównoważony, ale interwencja publiczna powinna doprowadzić do tego, że mieszkańcy regionów peryferyjnych także odnosić będą korzyści z rosnącej koncentracji bogactwa w nielicznych miejscach (inclusive development). Celem działań władz publicznej powinno być dążenie do spójności terytorialnej pojmowanej w kategoriach dynamicznego i funkcjonalnego procesu.

This year, the Visegrad countries celebrate together twenty ve years since the socio, economic and political changes lead in collapse of totalitarian regimes. But the political transition brought also problems and new challenges not know previously. The rst free elections were held in the Visegrad countries that time and their inhabitants could choose their political representatives. Many of them came originally from the civil society and revolution movements. However, the political decision-making became disconnected from the civil society over time. We study the present rootedness of local political representatives in the civil society measured by their membership and leadership in civil society organisations in all four Visegrad countries. We are as well interested in engagement of activists from the civil society in an institutionalised political life, i.e. political parties and political movements. The purpose of this book is to discuss development of local democracy, local development initiatives and local social capital in growing urban areas in post-transition countries in which the civil society was almost absent or very weak twenty ve years ago. This publication comes up with overviews of the situation in four cities, one in each of the Visegrad countries. First the Polish case of Poznan is discussed. Then three capital cities follow: Czech Prague, Slovakian Bratislava and Hungarian Budapest.

Zwiększenie zdolności retencyjnych zlewni rzecznej można osiągnąć poprzez realizację działań o charakterze technicznym (infrastrukturalnym) lub stosowanie zabiegów nietechnicznych (agrotechnicznych). W artykule przeprowadzono ocenę efektywności kosztowej rozwiązań technicznych i nietechnicznych możliwych do wdrożenia w obrębie zlewni rzeki Kani. W wyniku zastosowania wskaźnika dynamicznego kosztu jednostkowego stwierdzono, że rozwiązaniem najbardziej optymalnym, tj. najmniej kosztownym dla społeczeństwa, będzie uzyskanie poprawy zdolności gromadzenia i przetrzymywania wód w drodze zabiegów agrotechnicznych. Jednocześnie rozwiązanie to zapewni osiągnięcie porównywalnego efektu do tego, jaki zostałby osiągnięty w wyniku budowy zbiornika retencyjnego.

Na początku 2011 r. zostały zatwierdzone plany gospodarowania wodami na 10 obszarach dorzeczy położonych na terytorium Polski. Dla osiągnięcia zakładanych w Ramowej Dyrektywie Wodnej celów środowiskowych dla poszczególnych dorzeczy zostały zaplanowane działania podstawowe (A i B) oraz szczegółowe. W pracy dokonano analizy porównawczej kosztów inwestycyjnych wynikających z działań programowych mających na celu osiągnięcie i utrzymanie co najmniej dobrego stanu wód na tle nakładów ponoszonych na inwestycje związane z gospodarowaniem zasobami wodnymi w latach 2001-2010. Pożądany stan i jakość zasobów wodnych jest jednym czynników warunkujących rozwój społeczno-gospodarczy. W tym kontekście istotne są działania z zakresu racjonalizacji gospodarowania zasobami wód, które zapobiegają występowaniu stanów niekorzystnych. Znaczenie tego sektora dla rozwoju społeczno-gospodarczego kraju potwierdza także rosnący udział nakładów inwestycyjnych na działania dotyczące gospodarowania zasobami wodnymi zarówno w stosunku do PKB, jak i inwestycji gospodarki narodowej ogółem. Kluczowe znaczenie w nakładach inwestycyjnych oraz w planowanych kosztach w planach gospodarowania wodami na obszarach dorzeczy mają inwestycje związane z gospodarką wodno-ściekową.

W opracowaniu zaprezentowano główne założenia i modyfikacje zarządzania strategicznego polityką spójności stanowiące swoistą odpowiedź na zmiany pokryzysowe, które dokonują się w Unii Europejskiej. W jednej z faz zarządzania kryzysowego zakłada się tworzenie systemu zachęt i restrykcji finansowych oraz właściwe wykorzystanie zasobów, a także warunkuje się odzyskiwanie sprawności układu zapewnieniem przywództwa i koordynacji. Cechą charakterystyczną zarządzania kryzysowym jest dominacja układu terytorialnego nad sektorowym, co można zauważyć też w programowaniu polityki spójności. Analiza przeprowadzona w opracowaniu bazuje na analizie dokumentów strategicznych oraz propozycji aktów prawnych dotyczących wieloletnich ram finansowych oraz polityki spójności na lata 2014-2020. W odniesieniu do negocjacji wieloletnich ram finansowych sformułowano szereg zaleceń, przejawiających się w konieczności uzyskania tzw. europejskiej wartości dodanej wydatków, zwłaszcza dotyczących tych działań, które są współfinansowane z budżetu UE. Przekłada się to na programowanie największej polityki rozwojowej, za jaką często uważa się politykę spójności. W ramach polityki spójności na lata 2014-2020 skoncentrowano się na wprowadzeniu działań zintegrowanych i ukierunkowanych terytorialnie, w dużo większym stopniu niż do tej pory (gdzie dominowało podejście branżowe/ sektorowe). Postanowiono też lepiej skoordynować działania, aby osiągać lepsze średnio i długookresowe efekty. W konsekwencji polityka ta charakteryzuje się budową kompleksowej strategii inwestycyjnej dostosowanej do celów strategii „Europa 2020” oraz koordynacją i integracją wydatkowania funduszy na politykę spójności i rolną i rybacką a także spójnością z krajowymi programami reform i działaniami. Zaproponowano też odmienny system pomiaru celów a także standaryzację pewnych rozwiązań, które mają ulatwić realizację bardziej kompleksowych projektów czy inwestycji, a także uproszczenia w ubieganiu się o środki oraz potencjalne zmniejszenie liczby isntytucji zaangażowanych w procesy zarządzania i kontroli wydatkowanych środków.

The paper is an attempt to show to what extent selected innovation policy instruments in the French Rhône-Alpes region are drivers of regional competitiveness. The aim of the paper is threefold. Firstly, an overview of recent regional economic performance, as well as key socio-economic conditions are presented using available regional statistical data. Secondly, regional innovation policy governance is presented as a foundation of regional innovation policy and selected innovation policy measures: competitiveness clusters, research clusters, regional clusters and the ARDI are described as instruments of regional innovation policy to foster regional competitiveness. Thirdly, some crucial challenges and recommendations are proposed in order to increase the effectiveness of regional innovation policy.

Literatura przedmiotu wskazuje na różne ujęcia regionu transgranicznego, tj. ujęcie historyczne, społeczne, gospodarcze, kulturowe, etniczne oraz przestrzenne. Jednakże wielu autorów nie wskazuje na spójne kryteria pozwalające na wyodrębnienie regionu transgranicznego, bądź nie przedstawia ich w ogóle. Jednakże powstawanie nowych form współzależności społeczno-gospodarczych regionów przygranicznych zwraca uwagę na konieczność ponownej analizy prezentowanej w literaturze przedmiotu koncepcji regionu transgranicznego. Przedmiotem opracowania jest zdefiniowanie regionu transgranicznego i wskazanie jego cech w odniesieniu do funkcji granic państwowych i typów regionów przygranicznych.

Poland, since the pre-accession period, has been dealing with the European Union financial and technical assistance. However, current financial perspective of the EU gave Poland opportunity to be involved in the whole programming period and participate in each phase of the Cohesion Policy cycle. The responsibility of the implementation of this policy is shared between the European Commission and the Member States of the EU. Therefore, one of the key elements of the use of EU funds is the regulatory environment and legal acts adoption that enable proper use of the EU budgetary allocations. Besides, the strong impact of the European Union has been visible on the processes of governance and law creation on both central and regional levels of administration. It has resulted in appearance of multilevel governance and creation of  multilayered legal system in terms of the use of EU funds. One of the main aims of the article is to present Polish experiences with the implementation and creation of legal acts referring to the area of Cohesion Policy in the years 2007-2013 (including strengths and weaknesses). From comparison made to previous period 2004-2006 changes in the process of adoption and implementation of legal acts are noticeable. Moreover, some shifts towards stronger coordination in the phase of programming of the policy are visible. Challenges and remedies to weaknesses with reference to legal and management aspects of Cohesion Policy would be also discussed in concluding section of the paper. The methodology of the paper bases on the analysis of types of legal acts, legal and administrative procedures comprising EU regulations, Polish legal acts, Ministry of Regional Development regulations and guidelines, regional/local law, confronted with the consequences for system of EU funding and for potential beneficiaries. The results of the analysis can help to formulate recommendations for improvement in the forthcoming years 2014-2020 that can be useful not only in the Polish case. This particular experience can serve as in-depth case study for countries preparing themselves to join the EU and also provide some lessons for inter-regional co-operation in the area of regional development and consequences of multilayered law creation.

A cross-border region is a key focus of many researchers representing various academic disciplines. However, the concepts of a cross-border region illustrated in the academic literature are not such as to demonstrate clear delimitation criteria. As a consequence, it is significant to carry out an in-depth analysis of the literature on cross-border cooperation, border theory, border regions and areas as well as borderlands in order to capture the essence and definition of the cross-border region. The aim of this study is to demonstrate the cross-border region as the highest form of border regions’ integration and to indicate its characteristics and delimitation criteria taking into account national borders’ functions, typology of border regions and cross-border cooperation.

Choć zagadnienie konkurencji jest fundamentalne dla teorii ekonomii i dla polityki gospodarczej naukowcom nie udało się dotychczas osiągnąć jednoznacznego konsen-susu, jaką dokładnie konkurencję należy chronić. Współczesne badania dążące do od-powiedzi na to pytanie opierają się na osiągnięciach swych poprzedników i uznaniu, iż wszystkie elementy klasycznego paradygmatu struktura–zachowania–efektywność wpływają na siebie wzajemnie. Stąd badania w ramach teorii konkurencji prowadzo-ne są zarówno w ramach nauki ekonomii, jak i zarządzania, a ochrona konkurencji we współczesnej zglobalizowanej gospodarce stanowi wyzwanie dla teorii konkurencji we wszystkich trzech wymienionych w tym paradygmacie obszarach. Szczególne wy-zwania stanowią z kolei rozwój korporacji międzynarodowych w kierunku sieci zdy-wersyfikowanych przedsiębiorstw tworzących wielowymiarowe struktury własnościowe i kontraktowe, konieczność uwzględniania w an alizie konkurencji na rynku lokalnym stosunków pomiędzy konkurentami na innych rynkach geograficznych i asortymen-towych oraz potrzeba rozszerzenia tradycyjnego postrzegania ochrony konkurencji na nowe, nieobjęte dotychczas polityką antymonopolową obszary.

W prezentowanej książce autor przedstawia argumenty za koniecznością postrzegania peryferyjności jako pojęcia wielowymiarowego i złożonego. W myśl zaproponowanej wielowymiarowej koncepcji peryferyjności regionalnej, peryferyjność to coś więcej niż tylko kategoria geograficzna. Dostępność w wymiarze lokalnym lub regionalnym jest tylko jednym z wielu czynników determinujących rozwój społeczno-gospodarczy regionów. Wiele regionów uznawanych za peryferyjne lub trudno dostępne odznacza się względnie wysokim poziomem wzrostu gospodarczego i rozwoju społecznego, niewynikającym z ich niekorzystnej lokalizacji. Nowa koncepcja peryferyjności obejmuje szeroki zakres cech i czynników, które w szerszym ujęciu rozstrzygają o lepszej lub gorszej pozycji danego regionu w stosunku do innych regionów. Ponadto peryferyjność jest kategorią dynamiczną będącą wyrazem zmieniających się politycznych, ekonomicznych i społecznych uzgodnień. Co więcej, zmianie ulegają również nośniki zróżnicowania regionalnego. W określonym momencie dany region może być sklasyfikowany jako peryferyjny, ale w innym już nie, ponieważ zmianie ulegnie zbiór nośników wykorzystywanych do opisu zróżnicowania między regionami. Zatem o peryferyjności regionu powinien przesądzać zestaw cech, które w świetle przyjętych założeń w określonym przedziale/momencie czasu będą cechami peryferyjności.

The integration of the European Union (EU) Member States within the framework of the Economic and Monetary Union (EMU), as the forth out of five levels of economic integration developed by B. Balassa, is based on the irrevocable fixing of exchange rates and replacing national currencies with a single currency - the euro (see Balassa 1961). In consequence, the economic policy of the Member States is limited, because the monetary policy is controlled by the supranational institution of the European Central Bank. As a result, the EMU fundamentally represents the highest existing form of economic integration of the EU Member States.

The literature concerning regional development policy, economic growth or transborder and Euroregional cooperation very often shows that borderland regions are defined as geographically and economically peripheral. However, the analysis of selected macroeconomic factors does not allow for a full confirmation of the stipulations found in literature. Therefore, it seems that it is not entirely correct to equate borderland regions with economic peripherality. The notion of peripherality should, therefore, be defined both through spatial factors, lying at the basis of geographic peripherality, and non-spatial factors. Consequently, economic growth at a regional level is dependent on whether and how a given region utilizes the factors of economic growth.

Celem artykułu jest określenie istoty konkurencyjności regionalnej poprzez dokonanie przeglądu literatury przedmiotu w zakresie jej definicji, determinant oraz mierników prostych i rankingów konkurencyjności służących jej pomiarowi.

The economic crisis of 2008 revealed that many EU member states struggled with the problem of the lack of economic balance resulting from low macroeconomic stability, incompetent and unreasonable fiscal policy and too close relations between real economy and financial market. Moreover, an analysis of the previous functioning of the European Single Market (ESM) shows that its problems stem from the lack of adjustment to the current socio-economic reality. At the same time, these problems coincided with the 20th anniversary of its creation and the exposure of the most serious problems of the European economy by the financial and fiscal crisis. Taking action aimed at strengthening the internal market will not only help counteract the effects of the crisis, but also increase the competitiveness of the European economy. The European Union should realize that it is no longer the most competitive economy in the world.

The economic crisis that erupted in 2008 has significantly influenced the European Union (EU) economy and the questions about the future of the European integration process arose. The crisis effects forced the European Union institutions and its Member States to undertake significant decisions and to draw recovery plans. Apart from the initiatives aimed at the economic policy coordination and financial markets supervision, the EU proposed and introduced important initiatives for the strengthening of competitiveness of the internal market. In November 2008 the European Commission in the communication on the recovery plan proposed the ways to support the real economy and competitiveness, to boost demand and restore confidence in the European economy. Then, in the course of 2008-2011 years, a broad range of legislative and non-legislative decisions have been taken by the European Commission and European Parliament in order to minimize the crisis consequences for the internal market, including the Single Market Act and the new European strategy Europe 2020. Moreover, additional amount of money coming from the EU budget was designed for spending on i.e. energy safety, development of broad-band internet in the rural areas or enterprise help within the Cohesion Policy, and the European Investment Bank designed 15 bn euro for credits and loans for the SMEs.

Unia Europejska jako jedno z najbardziej zaawansowanych pod względem integracji ugrupowań regionalnych, traktowana jest nadal (mimo kryzysu) jako punkt odniesienia i inspiracja dla innych integrujących się części świata. Nie tylko sam model integracji, ale również specyficzne rozwiązania dotyczące poszczególnych obszarów jej funkcjonowania (polityki) są przedmiotem zainteresowania innych organizacji. Celem artykułu jest przedstawienie rozwiązań w zakresie polityki spójności/ regionalnej UE, które adaptowane są w Mercosur, organizacji zrzeszającej państwa Ameryki Południowej, w której to ostatnia dekada zaowocowała chęcią pogłębienia reform strukturalnych i nasiliły się tendencje integracyjne. Przedstawione zostaną działania Komisji Europejskiej wzmacniające współpracę we wspomnianym zakresie między obu organizacjami. Artykuł bazuje na analizie danych z Mercosur i CEPAL oraz dokumentów wspierających dialog UE z Mercosur, w zakresie polityki regionalnej/ spójności oraz stanowi próbę wskazania potencjalnych elementów transferu polityki w analizowanym obszarze.

Głównym założeniem artykułu jest w ujęcie wiedzy i innowacji jako czynników rozwoju regionalnego w świetle wybranych teorii endogenicznego wzrostu gospodarczego. W tym celu w pierwszej kolejności dokonano systematyzacji definicji wiedzy i innowacji. Następnie przeprowadzono analizę porównawczą koncepcji i modeli endogenicznego wzrostu gospodarczego, w których czynniki te odgrywają kluczową rolę i są definiowane jako zmienne endogeniczne. Takie ujęcie tematu pozwoliło na określenie rzeczywistego wpływu wiedzy i innowacji na regionalny rozwój gospodarczy w odniesieniu do teoretycznego ujęcia tych czynników w modelach endogenicznych.

Postępujący proces globalizacji gospodarki światowej w istotny sposób oddziałuje także na rozwój regionów i budowanie ich konkurencyjności, stąd wskazuje się na liczne wyzwania, którym winny sprostać współcześnie funkcjonujące regiony uczące się. W artykule przedmiotem dociekań są: innowacje w budowaniu przewagi konkurencyjnej regionów, procesy metropolizacji przestrzeni, internacjonalizacji regionów, a także usieciowienie gospodarki regionalnej ze szczególnym uwzględnieniem kreatywności w ujęciu gospodarki narodowej i regionalnej.

The EU Cohesion Policy has had a great impact on many processes and changes in policy-making in Poland. In the area of regional development and development policy new instruments and creation of the systems of management and control had to be introduced in the Member States (MS) which is a derivative of the EU regulations. The MS however have autonomy in shaping the systems. Those two elements contribute to increasing complexity, multi-level governance and needs strong coordination of many elements. In the article the authors decided to analyse different types of external control of the use of EU Structural Funds and relate this to the phases of the project cycle management. The authors modify definition of external control and include also  control of the system by the stakeholders of the Cohesion Policy (social control) with the focus on administrative proceedings application. Therefore, multidimensional overview on proper functioning of the systems of the SF management and control in Poland is introduced by the authors. This approach is innovative and at the same time the article gives an opportunity to gather dispersed information on control present in the literature. The methodology  is based on legal acts analysis.

Wiedza i uczenie się są przedstawiane w literaturze przedmiotu jako kluczowe czynniki w procesie kreowania innowacji i budowania pozycji konkurencyjnej regionu; obserwuje się jednocześnie brak jednoznacznych rozstrzygnięć pojęciowych wokół zagadnienia uczenia się. Artykuł stanowi próbę syntetycznej prezentacji pojęć związanych z uczeniem się, wyjaśnienia jego istoty w powiązaniu z dorobkiem teoretycznym i jest przeglądem najnowszych koncepcji w obszarze uczenia się w ujęciu regionalnym obejmując zarówno międzyorganizacyjne uczenie się, jak i transregionalne uczenie się aktorów regionalnych. Zakończenie pracy stanowią wyzwania wynikające z najnowszych badań w tym obszarze.

The main purpose of the article is to indicate the biggest problems and barriers of the internal market, their elimination being of crucial importance to the economic development of the European Union. On the basis of key documents and reports the current level of development of the internal market is analyzed. The author also presents an assessment of hitherto activity of EU institutions and member states in view of intensifying the development of a Uniform European Market. However, it should not be expected that within the six months of Polish presidency of EU Council it will be possible to eliminate the major barriers and “missing links” of UEM, since it is a long and highly complex process.

Kryzys gospodarczy z 2008 r. odbił się na gospodarkach całego świata, dotykając poszczególne z nich w różnym stopniu. Skutki kryzysu widoczne do teraz nie pozostały bez wpływu na priorytety i decyzje gospodarcze podejmowane w ramach Unii Europejskiej. Obserwując integrację gospodarczą należy przypomnieć, że wprowadzenie wspólnego rynku w życie w 1993 r. jest konsekwencją realizacji etapów integracji gospodarczej, zaproponowanych w ujęciu teoretycznym przez B. Balassa, który postulował dojście poprzez rynek do unii gospodarczej i walutowej (UGiW) i w konsekwencji pełnej unii (unii politycznej). Z założenia żaden z etapów wcześniejszych nie eliminuje dorobku etapów poprzednich, a osiąganie nowych jest dodawaniem kolejnych wspólnych elementów i usuwaniem istniejących na dotychczasowym etapie barier. Wspólny rynek nie jest wolny od wielu barier w zakresie przepływu towarów, usług, osób, kapitału oraz przedsiębiorczości. Ich usuwanie powinno pomóc funkcjonować w ramach UGiW i prowadzić do większej harmonizacji i koordynacji polityki gospodarczej, a w szczególności polityki fiskalnej, w Unii Europejskiej. Jest to w UE element relatywnie słaby w porównaniu z polityką monetarną. Polityka monetarna jest scentralizowana w ramach Europejskiego Banku Centralnego (EBC) oraz Europejskiego Systemu Banków Centralnych (ESBC). Polityka fiskalna (polityka wydatków, inwestycji, podatkowa etc.) podlega zaledwie harmonizacji, np. w zakresie stawek podatków pośrednich VAT. Zgodnie z założeniami teorii optymalnych obszarów walutowych proponowanych przez wielu ekonomistów (por. R. Mundell, P.B. Kennen, R.J. McKinnon), to właśnie polityka fiskalna powinna zostać ujednolicona w pierwszej kolejności, by potem stanowić fundament dla prowadzenia polityki monetarnej. W Unii Europejskiej podjęto próbę odmiennego podejścia do integracji gospodarczej, pozostawiając w rękach rządów państw członkowskich narzędzia polityki fiskalnej. Decyzja ta, podyktowana odmiennością poziomu rozwoju gospodarczego państw, wydawała się być racjonalna i umożliwiała reakcję polityków gospodarczych na zmiany koniunktury w różnych fazach cyklu gospodarczego – z uwzględnieniem recesji czy kryzysu. Zaś dążenie do wyrównywania poziomu rozwoju gospodarczego i społecznego jest jednym z celów w Unii Europejskiej. Jest warunkiem koniecznym procesu pogłębiania integracji.
