The purpose of this paper is to answer the following research question: which factors relating
to the international competitiveness of German enterprises are most important for the Polish
market? Then, in a broader context: which competitiveness factors play a key role in helping
enterprises from the highest developed countries conquer the market of a relatively less developed country? On the basis of a literature review, a research gap is identified, indicating there is
a shortage of studies that clearly identify a group of factors that influence a company{\textquoteright}s success on
the foreign market. The gap is filled with the empirical qualitative research and the conclusions
regarding the key competitiveness factors and their effective combination. Competitive strategies
and factors key for their implementation are identified, presenting the factors responsible for the
growth of German enterprises on the international market (Poland) and achieving market success. The set of enterprises{\textquoteright} competitiveness factors is established and the hierarchy those factors
is presented. Although the qualitative research based on thirteen companies is not representative, the leading German enterprises provide a valuable lesson on how to successfully conquer
a foreign market. The key competitiveness factors responsible for such success in the context of
strategic goals, competition strategies, and modern methods of competition are presented and
discussed. The findings are very useful for real enterprises in internationalizing situations, where
the management has to determine the competitive strategy which should lead to foreign growth
and in consequence success on the international market. The study indicates what to focus on
when entering the foreign market and which factors have a direct impact on the growth on the
foreign market. The paper is a result of empirical research on competitiveness and provides valuable information about the set of ranked competitive factors that have a direct influence on success in a foreign market.

Research Design \& Methods: The authors used the logistic regression to build a model showing the association of the variables analysed on the dependent variable. In addition, to point out a relative importance from all possible orderings of explanatory variables and to show the most important one(s), ANOVA method was applied. Findings: Not all the projects co-financed under the JESSICA initiative bring revenues from their main operations. The legal form of a beneficiary plays an important role. Both projects implemented by companies and projects of a relatively high value increase the probability of generating revenues. Location of the project (capital city/ non-capital city of the region) is not significant with regard to capacities to generate revenues. Implications \& Recommendations: JESSICA projects characterised with a high value and implemented by entities having the company status involve private capital and consequently generate capital backflows. They contribute to leverage effects and thereby raise the role of JESSICA as a powerful instrument aimed at rendering existing market failures. It seems that the results of the study might help to design the use of JESSICA resources in the current and the future EU financial perspective. Contribution \& Value Added: The article sheds more light on a still under-researched area of the use of financial instruments in the EU Cohesion Policy. However, this behaviour is difficult to achieve and maintain in countries such as post-socialist societies that have passive social attitudes and low levels of general trust. This chapter describes the development and current character of local political systems, decentralisation and civic engagement in four countries in Central Europe: the Czech Republic, Hungary, Poland, and Slovakia. It concentrates on civil society, direct and indirect forms of political participation, the development of civil-society organisation advocacy and citizen opinions about their likelihood of influencing policy. It highlights the low general trust and social capital, passive attitudes, and low voter turnout in these countries compared to other countries in Europe.
